Action plan for demonstrating and promoting the use of shore power for container ships and cruise ships on international routes at ports (2023-2025)

  In order to thoroughly implement Xi Jinping's Thought on Ecological Civilization, conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council on reaching carbon peak and carbon neutrality and in-depth fight against pollution, and actively promote the reduction of greenhouse gas emissions from international shipping, in accordance with the "Green Transportation" 14th Five-Year Plan "Development Plan" shore power promotion and application requirements, this action plan is formulated for voluntary participation in demonstrations to promote the use of shore power by container ships and cruise ships (excluding ships using zero-emission technology) on international routes calling at Chinese ports.

  1. Voluntary participation in demonstration and promotion enterprises

  After extensive solicitation of opinions, 10 international container liner companies, 7 international cruise companies, 14 international container port companies, and 9 cruise port companies (see Appendix 1 for the list) voluntarily participated in the demonstration and promotion work. Other international container liner companies, international cruise companies, international container port companies, and cruise port companies are encouraged to participate in the demonstration and promotion.

  2. Work objectives

  Strengthen upstream and downstream linkage, ship-port power cooperation, and promote the use of shore power by container ships and cruise ships on international routes to achieve the following goals:

  (1) Regarding the installation rate of power receiving facilities on ships. By the end of 2024, international cruise companies’ cruise ships berthing at cruise ports with shore power supply capabilities will have power receiving facilities. By the end of 2025, 40% of international trunk container ships (including owned and leased ships) of international container liner companies calling at ports with shore power supply capabilities will have power receiving facilities.

  (2) Regarding the installation coverage of shore power facilities in ports and terminals. We strive to achieve 100% coverage of high-voltage shore power facilities by the end of 2024 where cruise port companies dock cruise ships; by the end of 2025, 90% coverage of high-voltage shore power facilities by container port companies related to international hub seaports where international trunk line container ships dock.

  (3) Regarding the normal use of shore power at ship ports. By the end of 2023, ships and port enterprises that meet the conditions for use will realize the normal use of shore power.

  (4) Regarding the power consumption of shore power at the dock. By 2025, the shore power consumption of international trunk line container ships and cruise ships will increase significantly compared with 2022.

  3. Work tasks

  (1) Accelerate the transformation of ship power receiving facilities.

  In accordance with the target of installation rate of power receiving facilities on ships, shipping companies actively promote the transformation of existing international trunk container ships and cruise ships that do not have power receiving facilities, strengthen the technical connection with berthing terminals, and work well with ship-to-shore power supply companies such as relevant ports. Joint debugging of shore power facilities ensures that ships can normally use shore power when berthing at the dock.

  (2) Accelerate the construction and renovation of dock shore power facilities.

  Port companies and other related shore power supply companies should accelerate the construction and renovation of existing unbuilt shore power facilities container terminals, cruise terminals and shore power facilities that have been built but do not meet the power supply requirements in accordance with the coverage target of dock shore power facilities, and formulate plans for new construction and renovation , complete testing in a timely manner, conduct joint ship-shore debugging work with relevant shipping companies, and strengthen daily maintenance of shore power facilities at the renovated terminal to ensure the quality of shore power supply.

  (3) Regular use of existing ship-port shore power that meets the conditions.

  Port companies and other shore power supply companies and shipping companies should strengthen the construction and training of relevant personnel, establish and improve shore power management, use, maintenance systems and operating procedures, and improve shore power professional and technical support capabilities. Both sides of the ship and port have strengthened docking. International container liner companies and port companies will sign a shore power usage agreement before the end of December 2023. International cruise companies and port companies will sign a shore power usage agreement before resuming sailings, clarify the price of shore power usage, and encourage the introduction of insurance. mechanism to clarify the safety responsibilities of all parties; implement the matching of shore power capacity, connectors and locations on a ship-by-ship basis and a berth-by-berth basis. By optimizing routes and adjusting berths, existing terminals and terminals with shore (receiving) power facilities can be realized as soon as possible. Ships should be used on a regular basis and the emission reduction effect of shore power can be exerted as soon as possible.

  (4) Strengthen the matching of ship-shore facilities.

  The construction and renovation of shore (receiving) power facilities for international containers, cruise terminals and ships shall comply with relevant international and domestic standards and specifications. High-voltage shore (receiving) power facilities shall be constructed and the capacity, voltage, frequency and connector specifications of the ship and shore facilities shall be ensured. , the quantities match each other. Container berths and ship shore (receiving) power systems should have AC 6.6kV/60Hz power supply (receiving) capabilities. Each berth should be equipped with sufficient socket boxes. Container ships should be equipped with cables, plugs and cable management devices, and have double-side connections. With the ability to use shore power, the connectors of container berths and ships adopt AC 7.2kV/350A specifications. The cruise berth shore power system has AC 6.6kV/60Hz or AC 11kV/60Hz power supply capabilities according to the conditions of the berthed cruise ship, and is equipped with cables, plugs and cable management devices. The connectors of cruise terminals and cruise ships should use AC 12kV/500A specifications.

  After the high-voltage shore power facilities at the wharf are built and before using the shore power on the actual ship, or before using it again after being out of service for 3 months, testing should be carried out in accordance with the "Technical Specifications for Testing of Shore Power Facilities at Wharfs". When ships and docks use shore power, communication and cooperation should be strengthened and ship-shore joint debugging should be carried out to ensure the safe use of facilities.

  4. Work organization

  (1) Establish a special team for promotion work.

  The establishment is jointly led by relevant departments and bureaus of the Ministry of Transport, State Grid Corporation of China Co., Ltd., and China Southern Power Grid Co., Ltd., with the participation of relevant provincial transportation authorities, power grid enterprises, Water Transport Research Institute of the Ministry of Transport, China Classification Society, and China Ports The association, China Pilot Association, China Shipowners Association, relevant port and shipping companies and other units participated in a special class to promote the use of shore power for container ships and cruise ships on international routes at ports, and jointly accelerated the use of shore power.

  (2) Division of responsibilities.

  1. The Water Transport Bureau of the Ministry of Transport, in conjunction with the Maritime Safety Administration, coordinates and guides the advancement of work, guides relevant shipping companies to carry out the transformation and use of ship power receiving facilities, and guides relevant provincial transportation authorities and maritime management agencies to carry out docks and ship shore (receiver receiving facilities) in accordance with laws and regulations. ) Supervision and inspection of the construction (installation) and use of electrical facilities.

  2. State Grid Co., Ltd. and China Southern Power Grid Co., Ltd. guide their affiliated power supply enterprises to strengthen the support of supporting power grids, implement electricity price support policies, and serve the construction of port shore power facilities.

  3. Relevant provincial transportation authorities guide port enterprises within their jurisdiction to speed up the transformation of dock shore power facilities; work with the pricing department to guide and clarify the price of shore power (electricity fee + service fee); organize and guide port enterprises and shipping enterprises within their jurisdiction to carry out agreements Signing, facility testing, equipment joint debugging, etc.; promote local governments to introduce financial support policies for the construction and use of shore power for ports and ships. In principle, by the end of 2025, the comprehensive cost of shore power use (electricity fee + service fee) will not be higher than the cost of ship fuel, and promote It is normal for ships within the jurisdiction to use shore power when calling ports.

  4. The Water Transport Research Institute of the Ministry of Transport and the China Classification Society are responsible for technical support in the construction (installation) and testing of docks and ship shore (receiving) power facilities, and joint debugging of ship and shore equipment. The Water Transport Science Research Institute of the Ministry of Transport is responsible for shore power construction and usage data monitoring and analysis, as well as related work progress tracking.

  5. All port enterprises and other relevant shore power operators are responsible for implementing the construction and renovation of shore power facilities, shore power facility inspection and related information disclosure, shore power usage price disclosure, implementation of shore power service guarantee, etc. according to the division of labor, and make agreements with shipping companies. Sign contracts, equipment joint debugging and other work, establish systems for the use and maintenance of shore power, encourage the implementation of preferential measures such as priority for pilotage, priority for berthing and berthing, reduction and exemption of shore power service fees, and encourage preferential berthing fees for ships using shore power at ports. Provide shore power supply services to berthing ships.

  6. Each shipping company is responsible for the transformation of its own ship power receiving facilities, signing shore power usage agreements with port companies and other shore power operators, carrying out joint debugging of ship and shore equipment, etc., encouraging the use of ship shore power remote monitoring technology, and establishing shore power usage, Maintenance and other systems, use shore power according to regulations.

  5. Safeguard measures

  (1) Give full play to the main role of enterprises. In accordance with the deployment of this plan, each enterprise will formulate a three-year implementation plan, formulate an annual work plan every year and submit it to the relevant provincial transportation authorities and the Water Transport Bureau of the Ministry of Transport. Submit this year's work plan before the end of September 2023, in 2023 and 2024. Submit the next annual work plan before the end of December, refine the annual goals and tasks, clarify the division of responsibilities, timetable and road map, increase financial guarantee and work intensity, and complete various tasks on time and with high quality.

  (2) Refine and implement incentive measures. Relevant provincial transportation authorities actively seek local support policies, improve shore power service fee pricing policies, and urge pilot agencies and port enterprises to provide priority pilotage and priority arranging berthing and unberthing services for international container ships and cruise ships that use shore power at ports. Reduce or reduce shore power service fees, and encourage port companies to provide berthing fee discounts to ships using shore power at ports. Before the end of 2025, demand (capacity) electricity charges will be waived for port and shore power operators that implement the two-part electricity price system.

  (3) Give full play to the role of the association. China Ports Association and China Pilotage Association strengthen supervision of relevant port enterprises and pilotage agencies, urge pilotage agencies to implement priority pilotage measures, urge demonstration port enterprises to complete the construction and transformation of shore power facilities in a timely manner, ensure that shore power facilities are suitable, and implement priority berthing measures, and guide port enterprises to provide preferential berthing fees for ships using shore power. The China Shipowners Association actively coordinates and guides demonstration shipping companies to promote the use of shore power for international shipping container ships and cruise ships at ports in accordance with this action plan.

  (4) Strengthen work guidance. Relevant provincial transportation authorities have guided port enterprises to establish task lists and implement them berth by berth; power companies in various provinces have strengthened their support for the capacity expansion and facility construction of relevant terminals.

  The Water Transport Bureau of the Ministry of Transport has established a ship-to-shore monitoring and analysis system for the use of shore power. All ports and shipping companies shall report the construction and use of shore (receiving) power facilities to the relevant provincial transportation authorities and the Water Transport Bureau of the Ministry of Transport before the 5th of each month. situation (see Attachment 2 and Attachment 3). The Water Transport Bureau and Maritime Safety Bureau of the Ministry of Transport, together with provincial transportation authorities and relevant maritime safety bureaus, will strengthen information sharing, strengthen guidance on the construction and use of shore (receiving) power facilities for ports and ships, report progress every three months, and Carry out dispatching to enterprises that are lagging behind, and provide on-site supervision and guidance as appropriate.
